House Bill 558 and Senate Bill 565 are a bad deal for Virginians. While these bills are being presented as a way to capture methane gas, they include no accountability measures to ensure that methane emissions are actually reduced through the process. Instead, these bills will incentivize large-scale livestock operations, harmful farming practices, and the expansion of pipeline infrastructure. The fossil fuel industry has repeatedly refused to allow any accountability provisions into the legislation to protect customers from completely needless and unworkable fossil fuel boondoggles.
