The Virginia Clean Economy Act (VCEA) establishes the foundation to ramp up clean energy production and tamp down on fossil fuel facilities over the next three decades while keeping the lights on and generating customer savings on electric bills. Decision-makers can leverage solar, wind, battery storage, energy efficiency, and other zero-emission technologies to ensure Virginia’s grid is secure while spurring billions in investments, good-paying jobs, manufacturing opportunities, and tax revenue. 

The Affordable, Reliable, Competitive (ARC) Act makes this possible by compelling Virginia’s energy utilities to compete for business while also ensuring service availability and holding down costs to consumers. 

Specifically, the ARC Act: 

  • Opens the door to more rooftop solar and residential battery storage systems
  • Allows lower-cost, third party solar systems greater access to the market 
  • Reduces bureaucratic red tape that prevents approval of utility energy efficiency programs
  • Ensures that state regulators hold utilities accountable to state climate laws
