High utility bills are forcing Virginians to choose between essentials like groceries and medication and keeping their home at a safe temperature during hot summers and cold winters. As climate change leads to more intense storms and rising temperatures, these choices will get even more difficult.

The good news is that we can do something about it.

Weatherization repairs and energy efficiency upgrades can help households reduce their energy burden and improve health, comfort, and safety. There are estimated to be over 150,000 low-income homes in Virginia that are good candidates for retrofits.

Senate Bill 777 / House Bill 1935 is the first step to repairing all 150,000 eligible homes. It would create a state task force to develop a comprehensive plan to provide weatherization and energy efficiency upgrades to low-income households, particularly renters and residents of manufactured homes.
