Virginians have had enough! It’s time for our state to rejoin the Regional Greenhouse Gas Initiative (RGGI)! 

Anti-climate Governor Youngkin pulled us out of RGGI on December 31, 2023. Since then carbon pollution has increased significantly and Virginia has left hundreds of millions of dollars on the table. In November 2024, a judge ruled that the administration’s action was “unlawful and without legal effect.” The only way Virginia can get in or out of RGGI is through the General Assembly. 

So let’s get back in! There are budget amendments in the Virginia House of Delegates and state Senate:

  • Require Virginia to get back into RGGI immediately and; 
  • Appropriate existing revenues (from December 2023 auction) and any future revenues to the low-income energy efficiency and flood preparedness work.
