Climate Justice Now!

To the shock and dismay of climate activists everywhere, Maryland Governor Wes Moore on Friday VETOED CCAN’s top climate change legislation of 2025: The Responding to Emergency Needs from Extreme Weather Act or RENEW Act.

Moore gave no warning before doing this. He gave disingenuous reasons for his actions afterwards. He blatantly defied the will of the Maryland General Assembly in order to give great comfort, intentionally or not, to the biggest carbon polluters in the world.

But that’s not all. The RENEW Act would have studied – just studied – the huge financial impact of climate change in Maryland with the intent of later assessing a fee to Big Oil for the billions in damages (a la Big Tobacco and Big Pharma with opioids). Wes Moore ALSO vetoed a bill to study – just study – how the state might approach the question of reparations to African Americans for the long legacy of oppression. And he VETOED a bill to study the economic and environmental impacts of new data centers in the state. And he VETOED a bill that would help Maryland transition to a clean energy future by creating a state-led energy planning office.

I am extremely angry that Governor Wes Moore just vetoed the Responding to Emergency Needs from Extreme Weather Act (RENEW Act), SB0149/HB0128. This study bill is designed to help Marylanders ultimately cope with greater floods and storms and other climate impacts. It is vital to our state. I am counting on my legislators to vote to override Gov. Moore’s ill-advised veto as soon as possible!

I am very grateful that the Maryland General Assembly passed the bill, beginning with a study of the cost of the ongoing impacts of climate change in Maryland. This study will help inform the General Assembly as it soon considers whether to join New York State and Vermont in legislatively assessing billions of dollars in fees from the giant fossil fuel companies that have knowingly triggered the climate crisis. A whopping 68% of Marylanders support this policy, U.S. Senator Chris Van Hollen has introduced a federal version of this bill in Congress, and similar legislation has passed in two states and is being considered in many more. The RENEW Act was introduced by Senator Hester, Delegate Fraser-Hidalgo, and Delegate Boafo.
